  • Confidential Report of a Survey in Seattle, Washington for the Mortgage Rehabilitation Division, Home Owners' Loan Corporation, Washington, D.C., February 15, 1936

Confidential Report of a Survey in Seattle, Washington for the Mortgage Rehabilitation Division, Home Owners' Loan Corporation, Washington, D.C., February 15, 1936

Home Owners' Loan Corporation; Bowden, T.H.

In the late 1930s, a federal government agency called the Home Owners' Loan Corporation (HOLC) began a project to evaluate mortgage risk in cities across the country. Neighborhoods were graded into categories of "best, still desirable, definitely declining, and hazardous." The areas were frequently drawn along racial lines, with areas deemed hazardous marked in red. These maps and reports are the start of redlining, a discriminatory real estate practice which made it harder for people of color to obtain mortgages and purchase homes. To see the security and racial maps mentioned in the report, use the links above.
